My understanding is, like quests, monsters give more exp if they are higher level than you or your level, if they are lower level than you you see diminishing returns. I can't be sure, but I would guess there's a cap where fighting overleveled enemies doesn't grant any additional experience compared to enemies slightly higher level than you. Enemy upscaling can be detriment and will be needed to be turned off in some encounters.
Every time I play the game I turn upscaling off for that one battle.
